The National Institute of Social Security (INSS) will begin a new cycle of refunds on July 24, 2026, aimed at compensating retirees and pensioners who suffered undue deductions. Those insured who signed up for the administrative reimbursement agreement will receive refunds directly in their bank accounts, without the need to make new requests or provide additional documentation.
This process was created to return amounts that were irregularly withheld from beneficiaries’ payments due to unauthorized deductions. The action is the result of investigations from Operation Without Discount, carried out between March 2020 and March 2025, which identified charges made by associative entities without the consent of the insured.
Refund Process
The refund will occur automatically, prioritizing those who accepted the agreement proposed by INSS within the specified period. For insured individuals who did not accept the agreement, there will be specific rules for analysis and the possibility of contestation.
The objective of the restitution is to compensate retirees and pensioners who were forced to pay fees for associations or services without legal backing. The government initiated investigations due to the increase in complaints, and once the irregularities were confirmed, created a mechanism to facilitate the return of amounts.
Payments will be made in a single installment and credited to the account where the insured normally receives their retirement or pension.
Who is Entitled to Reimbursement
Beneficiaries who will receive in the first cycle of payments are those who:
- suffered undue discounts;
- contested these charges through official channels;
- joined the administrative agreement within the deadline set by the INSS.
Those who did not participate in the administrative agreement will not be included in this first phase of reimbursement.
Amounts to be Repaid
The amounts refunded vary according to the history of deductions for each beneficiary. One example is an insured individual who faced a deduction of about R$ 50 per month for approximately two years, potentially receiving around R$ 1,200. In some cases, this amount may exceed R$ 1,280, considering inflation adjustment.
The correction will be based on the National Consumer Price Index (IPCA), which is the official inflation indicator in Brazil. Thus, we ensure that retirees will not receive less than the amount effectively deducted over the period.
How to Check the Refund Status
Beneficiaries have the option to check the status of the reimbursement through the INSS digital channels. The Meu INSS application, accessible on mobile devices and through the Gov.br account, is the main tool for this verification. Within the application, insured individuals can check:
- information about the benefit;
- payment statements;
- history of deductions;
- amounts related to the reimbursement.
Another option is to contact the Central 135, available from Monday to Saturday, from 7 am to 10 pm, to clarify questions about the payments.
Automation of the Refund Process
The restitution for beneficiaries who adhere to the administrative agreement will be processed automatically in the same bank account used for receiving their benefits. This initiative aims to simplify the procedure and prevent retirees from having to travel to banks or INSS agencies.
